I'm not sure of the intent of your question. Are you asking if homeschoolers should be allowed to join high schools? Or that they could run their own programs.
Public schools have a mission of educating children. Public schools are funded by our tax dollars. It seems to me that allowing a homeschooler to join a sports team would be reasonable.

Should public school administrators and/or public institutions such as Universities assist home schoolers by providing facilities for athletics?
