NHELD Bulletin on a Federal Truancy Bill

Attorney Deborah G. Stevenson, Executive Director of NHELD, has published a bulletin on a Federal Truancy Bill. The bulletin starts with:

Did you know that proposed legislation introduces a national definition of truancy that will affect those enrolled in public schools, and potentially those enrolled in private or home schools?

The bill is Senate bill 1708, entitled, “School Attendance Success Act of 2009”.

It was proposed by Senator Amy Kloubucher of Minnesota and currently has one co-sponsor, Senator Kay Hagan of North Carolina. The stated purpose of the bill is “to establish a grant program to prevent truancy, and for other purposes.”

The bill authorizes federal tax dollars to be awarded to state educational agencies as grants purportedly to implement programs to prevent truancy. Some of the tax dollars would be funneled through the local educational agency to community action organizations. The bill says that the local educational agency is to use the tax dollars “to partner with a community-based organization to create programmatic initiatives aimed at keeping students in school.” There are no specifics in the bill defining what those “programmatic initiatives” would be. Also, there are not specifics about the amount of tax dollars will be appropriated for those “programmatic initiatives”.

There doesn't appear to be a big push in Congress for this right now. If you have a spare moment you might drop your congressman and senators a note explaining why this is a bad idea.

It might be a good homeschooling project, combining both a writing exercise, along with a short lesson on political involvement.

Interesting that a federal bill on truancy would be hitting the waters at just the same time the state of Hawaii institutes 17 furlough days for students because of budget shortfalls.

What is even more appauling is this....my son was taken away at 8 years of age because the school I had him enrolled in illegally published him in the newspaper against my explicit instruction not to...I removed him from this school and tried to enroll him in another school right away as we decided to move away from this kind of corruption. the new school wouldnt allow us to enroll him as we didnt have bills and such at our new home to prove our relocation...ONE....I repeat ONE!! truancy fine was issued and yet two days later he was taken by lebanon county pennsylvanias children and youth agency for truancy alone. they used every scheme in the book saying we were homeless yet they came to our HOME and removed the child. we have been fighting this corruption now for four years!!! thats right 4 years....my son is now twelve...has been placed in mental wards several times been moved all around the state in many different schools...when does this kind of corrupt activaty get stopped??? no one we have called even cares that our familly has been harmed in this way...no one cares that these agencys are breaking state mandates and laws....no one cares that our constitution has been trampled to dust in this case....and I'm sorry but lawyers???? oh please.... if you dont represent yourself you may as well pack it in because the so called lawyers are part of the same illegal,non law abiding regime that is doing all this to us...try to find anything about truancy...good luck...better yet try to find a lawyer who will do their job...again...good luck...our children and our family's are being destroyed by the gistappo like regimes in this country who dont care about right wrong or even that we have laws...our case is proof way beyond the shadow of a doubt that our children are deliberately being exploited for revenue purposes....the only thing that is ever going to change the way our elected officials conduct themselves is we the people getting violent...at least that is the way it obviously is here in Pa. law???? what law????? constitution??? aww heck thats just an old outdated to hard to understand document that means absolutely nothing just ignore it....want to hear more???? maybe you would like to hear about one of our LEGISLATIVE politicians abducting three children and returning them to the abusive fathers who had pfa's for abuse against them at the time.....nahh cant be right??? thats right just keep ignoring the truth ...your children could be next....1 717 -834-3204 give us a call....documentation doesnt lie....
