Just what are schools responsible for?

One of the issues that makes fixing public schools so hard is there is no common understanding of what government schools are responsible for accomplishing, exactly what power they have, and where they can use it.

School Adding Wake-Up Calls To Students is another example of this.  The schools decided that they can bother families long before the school starts.

That's not fair to say - this is for students who were late for school at least five times. Obviously, these are families who can't get their kid to school on time. If they would get their act together, the school would not have to do the parent's job and wake the kids.

I struggle with this a bit. Where are the boundries? If some school believes they have a good reason can they send a teacher into a home? Can a school official show up to make sure the children are put to bed at a reasonable hour? Can a school official show up in the morning and get the parents out of bed a half hour earlier?

Where does it stop? And how do you decide?

I understand there is an issue with students getting to school late, but this crosses the boundry for me.
