Where here is a interesting article out of the UK, Three Rs sink to seven-year low despite billions spent on schools.
The figures emerged days after research from Durham University found that spending of £21billion over the past decade on nursery education and childcare has failed to improve children's ability to learn.
I enjoyed these two comments left on the news article.
Perhaps they should scrap nursery education. Twenty years ago they seemed to provide children with some basic skills before they started school. Now they seem to learn more about tandrums and foul language. Or are these social skills?

Yes but our children are well ahead in terms of drinking, drug taking, teen pregnancies, anti social behaviour which we must all be very proud of. Also it now appears that 5% of kids do not know where milk comes from. Where did it all go wrong?

Hopefully we don't need to waste 21 billion dollars before somebody in the USA figures this out.
